The reason Gar-San considers this project special is its importance to the State of Connecticut and Homeland Security. - The Vehicle Storage Building is a large 50,000 s.f. maintenance storage facility for the City of Bridgeport maintenance facility, which stand prominently and serves a utilitarian purpose. The Emergency Operations Center stands in contrast to the "work horse" function of the Vehicle Storage Building because the Emergency Operations Center is a state-of-art, high tech surveillance, and emergency response communications facility. The purpose of the EOC is two fold. The first, is a well-needed and centralized communication center for emergency operations for Connecticut. And, second, is to provide a centralized mechanism for communication in the possible event of a terrorist attack. Currently, in the state of Connecticut, each city and town operates under its own "island" in the event of an emergency or crisis. There is an informal decentralized communication between the towns and cities, but often communication is not dispersed in a timely and orderly manner needed in an emergency. The purpose of the EOC is to centralize all communications within the state in the event of an emergency, primarily for natural disasters, i.e. flooding, hurricanes, blizzards, and other severe weather conditions. All emergency information will now be processed and coordinated through this EOC facility in Bridgeport. Information will be collected from affected cities and towns in Connecticut and dispersed state wide through a state-of-the-art communication system.
